Zelensky Declares Absence of Clear Security Pledge from Partner Nations

Ukrainian President Volodymyr Zelensky says Ukraine's partners in Europe have not given him sound guarantees that they will defend Ukraine in the case of a future Russian attack.

"I am asking this very question to all our partners and thus far, the answer remains elusive a clear, unambiguous answer yet," he stated to the press on midweek.

These remarks follow a day after the UK and France inked a declaration of intent on stationing forces in Ukraine should a ceasefire agreement to end the war with Russia is agreed.

However, full security guarantees have not been agreed. The US, which has been spearheading initiatives to halt the offensive, reportedly did not sign such a pledge at discussions held in the French capital on the previous day.

Outcomes from the Paris Discussions

After the Paris talks, which involved some three dozen nations that form the group termed the 'Coalition of the Willing', British PM Keir Starmer said the UK and France would "establish military hubs across Ukraine" to deter future invasion, while France's President Macron subsequently indicated a significant number of soldiers may be sent.

Partner nations suggested that the United States would assume a leading role in overseeing any ceasefire. But the key issue of ceding land that Ukraine is being pressured to offer to Russia as a component of the settlement terms are continuing to be negotiated.

The Russian government has thus far remained silent on the announcement made in the city of Paris.

Russian President Vladimir Putin initiated a comprehensive military assault of Ukraine in February 2022, and Moscow now occupies about 20% of Ukraine's land.

The President's Evolving Stance

Sir Keir described the joint statement as "a vital part of our dedication to stand with Ukraine for the foreseeable future".

He continued: "It paves the way for the juridical structure under which British, French and partner forces could function on Ukraine's territory, protecting Ukrainian airspace and waters, and regenerating Ukraine's military for the years to come."

The Ukrainian leader praised that accord as a "huge step forward".

A day later, however, he seemed more cautious.

"I perceive the determination, the political resolve, and that the partners are ready, and the partners are ready to give us robust economic measures, strong security guarantees," he said when questioned if European countries would come to Ukraine's aid.

"But as long as we don't have such security guarantees - formally ratified, supported by parliaments, backed by the U.S. Congress - this crucial issue remains unresolved. And even if they do, you still have to rely first and foremost on your own strength."

Persistent Challenges and Fighting

Negotiations in Paris were also notable due to the presence of US President Donald Trump's peace envoys, Steve Witkoff and Jared Kushner.

Witkoff said the allies "largely finished" their work on finalizing security arrangements.

Recently, Zelensky said a peace deal was "ninety percent complete".

Territorial concessions and defense pledges have been at the forefront of unresolved issues for negotiators.

Putin has repeatedly warned that Ukraine's military must withdraw from the entirety of the Donbas region or Russia will seize it, rejecting any compromise over how to end the war.

The Ukrainian President has thus far rejected ceding any territory, but has suggested that Ukraine could withdraw its troops to an established line - but provided that Russia reciprocated the action.

Russian forces now holds about 75% of the Donetsk oblast, and some 99% of the neighbouring Luhansk. The two regions form the Donbas industrial heartland.

It has been intensifying attacks against Ukrainian cities - particularly targeting power facilities. Moscow is also achieving incremental advances in seizing additional Ukrainian land.

Ukrainian forces have retaliated at objectives inside Russia with drones, albeit with varying degrees of effectiveness.
