Sheff Wed Confronts Serious Challenges, Says Football Regulator

'We will play a key role in football's future' - newly appointed regulator the new chairman

Sheffield Wednesday's ongoing struggles are seen as a "significant problem" and the new football authority is seeking powers to look into club affairs in similar circumstances, its new chair the regulator has stated.

Through a comprehensive talk, the regulator, who was appointed on Monday, expressed "sympathy" towards supporters of the Owls.

The regulator engaged with four supporters' associations connected to the Championship side in recent days.

The football club have been facing challenges both on and off the pitch in the current year, with the club failing to pay players on time on multiple instances, including in the autumn.

"Obviously the club has become a significant problem for EFL and a major challenge for the sport," the chairman stated.

"Wednesday stands as one of the great brands for football in England and recently we have met fan representatives.

"We're now looking to get powers... which will allow us to have Wednesday and comparable cases brought to our attention if they warrant scrutiny and acted upon."

Financial Struggles and Ownership Situation

Wednesday's embattled owner Dejphon Chansiri stated during the off-season he would be willing to sell up at Hillsborough, but he has been unable to finalize an agreement with prospective buyers.

Delayed salary payments on time in spring months caused limitations by the league officials in summer, stopping Wednesday from completing any recruitment activities for the next three transfer windows, although those limitations were removed in the end of the transfer window.

Authority's Position

The regulator explained: "The position was created for the fans of Sheffield Wednesday, other clubs in similar situations where people are committed to a community organization that has represented their community in multiple situations.

"I have absolute sympathy for Sheffield Wednesday, as I do for every team that in modern times have encountered failure, or approached financial ruin, for factors unrelated to the followers."

Questioned about whether the oversight body could require an chairman to relinquish a club if they are judged inappropriate, the regulator answered: "If your question is 'would we intervene in the final instance?', the answer is once we assemble the facts and comprehend the circumstances, we will."

But the regulator clarified that forcing owners to sell clubs would be considered the final option and the authority would rather to work with them.

"The last thing what we want to do is start getting involved with an individual club, an particular chairman, without being in a position to cooperate with that proprietor to address the issues that the club's facing and the chairman's encountering," the chairman stated.

"In actuality, when you look back over the history of the game, over the last 20 or 30 years there have been certain proprietors, few in number, but some who have been irresponsible in the approach they have taken toward their clubs and ultimately decline to assume obligation for the future."

'Mistakes could erase significant advances'

The regulator engaged representatives from 110 clubs to detail the scope of the regulator on Wednesday and stated it constituted a "proactive meeting" with a "high level of engagement" from the National League to the Premier League.

"The role holds considerable importance, because if we get it wrong, if the sport makes errors, the significant advances achieved might evaporate incredibly quickly," Kogan said.

"And that's what nobody wants in the realm of domestic football is a huge success story - we've got to keep it going.

"Considerable investment flowing into the game and has come into football for the recent generations, because there are no assurances it will keep flowing into the sport, which is part of the rationale behind I think we have to maintain a focused outlook on challenges and obviously, of the next two or three years."

Premier League Concerns

The Premier League opposed the creation of a regulator because of apprehensions regarding adverse consequences on the Premier League's sporting equality, but Kogan said: "I completely endorse the prosperity and expansion as an economic entity of the elite league.

"Being fully aware of the apprehension regarding damaging the Premier League as a premium product of this country. But simultaneously, if you consult with top flight officials after this week's discussion, they would have had a significant degree of comfort -and, in fact, they have been telling us in private they have a considerable comfort."

Partisan Associations

The chairman continues to confront a "thorough examination" by the Commissioner for Public Appointments after he acknowledged providing funds to the opposition group in recent years.

The official contributed funds to Culture Secretary the politician's campaign, along with that of the government leader.

"I have fully disclosed my past party membership [with Labour], and that party membership ceased the day the parliamentary committee confirmed my selection," Kogan said.

"I currently have no participation in any sort of politics."
